1. Scope of working:
The Procurement Manager (IT Materials) will plan, organize, and lead the sourcing and purchasing operations for the company’s technology infrastructure. This role focuses on optimizing tech spend, managing complex IT vendor ecosystems, negotiating hardware/software contracts, and establishing technical vendor evaluation benchmarks to support the digital needs of both the corporate offices and remote project sites.
2. Duties & responsibilities:
• Strategic IT Sourcing & Sourcing Operations: Plan, organize, and lead the overall procurement and strategic sourcing operations of the assigned team, focusing on enterprise hardware, software licenses, telecom materials, and cloud services.
• Commercial Negotiations & Vendor Management: Negotiate pricing models, commercial terms, and service level agreements (SLAs) with technology vendors and internet service providers (ISPs) to secure the best possible value and legal protection.
• Technical Vendor Qualification: Lead and facilitate the ongoing IT Vendor Approval Process in close coordination with the IT Department and Infrastructure teams to ensure all suppliers are technical, financially stable, and highly qualified.
• Commercial Analysis & Cost Optimization: Conduct comprehensive commercial analysis and price benchmarking on vendor proposals while pursuing cost-reduction and volume-discount initiatives to maximize the company’s return on technology investments.
• Compliance, Auditing, & Contract Control: Ensure all supporting procurement documentation—including tech quotations, RFPs, RFIs, software licenses, and maintenance agreements—are properly executed, organized, and filed for future tracking, renewals, and audits.
3. Qualification & requirement:
• Education: Bachelor’s degree in Supply Chain Management, Business Administration, Information Technology, or a related field.
• Experience: 7+ years of experience in procurement, with at least 2–3 years managing a technology/IT procurement category (experience sourcing enterprise servers, core networking equipment, firewalls, and bulk office hardware is highly preferred).
• Technical Sourcing Skills: Deep understanding of IT lifecycles, software licensing compliance, hardware maintenance terms, and familiarity with tech vendors/distributors in the Cambodian market.
• Language Skills: Fluent in Khmer with Good English skills (critical for reviewing international tech contracts, software licensing terms, and negotiating with global IT vendors).
4. Working Days and Hours:
- Monday to Friday: 8:00am to 12:00pm & 1:00pm to 5:30pm
- Lunch time: 12:00pm to 1:00pm

- Procurement Manager: is based at Head Office of Peng Huoth Group, Procurement Department.
6. Relationship
- Procurement Manager: works and reports directly to Deputy GCEO for Procurement.
